Vehicle checking drive in Upper Siang

YINGKIONG, Jun 20: One unsafe Tata Sumo was seized while necessary action has been initiated against the owners of several commercial vehicles for non-payment of taxes by Upper Siang district administration during a checking drive today. Further, Rs. 36,200 was realized as spot fines from offenders of MV Act and 48 were challaned under various sections of Motor Vehicle Act, 1988 during the checking drive, reports DIPRO.

The district administration launched the checking drive today with a view to ensure safe driving with assistance of police.

Deputy Commissioner (in-charge) said that the checking drive would be continued in future too and directed all the Executive Magistrates and Police personnel not to spare or show leniency to any offender during such checking drive. He also directed the administrative out post officers to conduct such checking in their jurisdiction and implement the provisions of relevant laws in letter and spirit.

 

Dree football tourney

P-XI, DSFC win

ITANAGAR, Jun 20: P-XI defeated KPFC 3-1 in the last league match in Junior category in the Capital Dree Football tournament being played at Rajiv Gandhi stadium today.

P-XI shot into lead 6 minute into the match through goal from Nani Ambing. He again netted in 28 minute to make it 2-0. The third goal was scored by Habung Anthony in 41 minute. Bullo Obing scored a goal in 54 minute of the second half to reduce the margin to 3-1. Nani Ambing of P-XI was chosen as the Man of the Match.

In another match of the day, DSFC beat Aasthe 2-1 in a keenly contested match.

Lod Gyute of DSFC scored both the goals in 6th and 42nd minutes while Aasthe’s lone goal was scored in 49th minute. Hage Oppo was adjudged as the Man of the Match.   

The first semi-final match will be played between DSFC and JFC under junior category tomorrow and KFC will lock horns with IFC in the second match, according to organizing committee.

 

Minister clarifies

ITANAGAR, Jun 20: Power, RD and PR Minister Tanga Byaling today clarified that re-structuring of the Power department was done as a normal policy in the line of focused attention in the fields of Transmission, Distribution and Generation.

While citing the repeated allegations in some sections of the media  regarding re-structuring of the Power department and posting of one of the Chief Engineers of the department in the Transmission, Planning & Monitoring Zone, Byaling said  that  the Electricity Act 2003 envisages for establishment of a State Transmission Utility (STU) and therefore the earlier Planning  and  Monitoring zone was given an additional responsibility of Transmission. Anong Perme was already serving in that post as CE (Planning  and Monitoring) and the post of Advisor (Power) was re-named as CE (Central Zone), the minister clarified while adding that Takar Mara was given the additional charge of the Central Zone.

Regarding the question raised in the last assembly session on opening of account of RGGVY scheme, the CE (EEZ) was ordered to open an account jointly with Senior Finance Accounts Officer in the Vijaya Bank vide Govt. order No.PWRS/W-187/95-96/3503-505 dated 12th  March 2008. The answer given in the Assembly was based on proper and authenticated records, he said.

Regarding the suspension and revocation of then CE (P) Eastern Zone in March 2010, the minister said  from the records it is evident that the previous government has given a clean chit to him and the present government has verified the records and found that he was actually suspended for no reasons.

Regarding the allegations of excess expenditure of Rs.55.32 lacs in 2011, the government is examining the matter and shall take a view in appropriate time.

On assumption of the ministry of Power (Elect), the first information gathered was regarding the seriousness of shortfall of power-supply in the state. Absence of a grid-line connecting all the districts in the state was zeroed-in as the prime cause of irregular and erratic supply in the state. Transmission of power on tower lines is the need of the hour, the minister added.

 

Army recruitment results out

Naharlagun, Jun 20: The Army Recruiting Office, Jorhat has announced the results of Army Recruitment Rally held for Arunachalee candidates for Soldier General Duty in Pasighat on May 27. The results are available in the offices of all the deputy commissioners,  ADCs and Blocks.

The selected candidates are required to report to office of the Army Recruiting Office, Jorhat between June 25-30. ITANAGAR, Jun 20: The people of Tali and Pipsorang circles are facing acute food  shortage  due to non-availability of  ration items under IAY and  AAY   schemes in the fair price shops, said  All Nyishi Youth Association (ANYA) Kurung Kumey district unit  in a release today.

The Association called on state government to introduce air dropping of ration item in their  area.

 

‘Leh’ screened

ITANAGAR, Jun 20: Monpa feature film ‘Leh’ (Destiny) was screened at Gumin Kine hall, Aalo on June 11 and 12. The screening was done by West Siang Weightlifting Association to generate fund for promotion of the weightlifting in the district.   Techi Lombu, member of Arunachal Weightlifting Association was present on the occasion.

ITANAGAR, Jun 20: Krishi Vigyan Kendra, Momong Lohi has conducted training programmes on “Integrated Pest Management of vegetable crops” for the SHG farmers of Momong Village on June 20.

SMS (Plant Protection) Madhumita Sonowal Bora thoroughly discussed about the concept of IPM, its importance for increasing production and sustainable development.

Fungicides were distributed to the farmers by HDO Chongkham.

 

AAPBSU decides to call bandh

ITANAGAR, Jun 20: All Arunachal Pradesh Border Students’ Union (AAPBSU) has decided to call 24 hours state-wide bandh on June 26 and 27 in protest against  the Govt’s alleged failure to respond to its 10-point charter of demands. The union said that it had served 15 days ultimatum on May  29 which remains unheard by the Govt till date.

The demands of the union include immediate establishment of 4th IRBn training centre cum Headquarter at Radhaso under Taraso Circle, free of cost land possession certificate to the people residing in boundary area,  construction of permanent police check posts  under various circles near the boundary areas and immediate settlement of Assam-Arunachal boundary issue.  

 

Death benefit extended

Aalo, Jun 20: West Siang Deputy Commissioner Marnya  Ete, IAS handed over a cheque of Rs. 15,000 as normal death benefit to Dope Padu, son of Lt. Kido Padu, who died after prolonged illness.

While giving away the cheque, the DC appreciated the Arunachal Pradesh Building and Other Construction Workers Welfare Board for providing benefit to the needy and appealed to the workers to get registered with the Board to avail the benefit.

Hage Obing, Labour Welfare Board Registering Officer, Aalo explained in detail the various welfare schemes and benefit provided by the APB&OCWWB and informed that this is the second death benefit provided to the registered workers of West Siang.DIPRO

 

Free medical camp

ITANAGAR, Jun 20:  All Papu Valley Youth Welfare Association (APVYWA) organized two days free medical health camp Veo village in Papu Valley area on June 16 and 17.  

A team of specialist doctors from various hospitals of capital complex and Seppa  including  Dr. Taba Kana (ENT Specialist), Dr. L. Nyorak (Medicine specialists), Dr. J. Zangloju (Medicine specialists), Dr. T. Tagia (Senior Dental Surgeon) and health assistants provided free medical  treatment and also distributed medicine free of cost to around 700 needy and poor patients from 17 numbers of villages.

Furthermore, the villagers also made aware of the malaria, typhoid, measles, diarrhea, small pox  and other disease preventive method that occurs due to negligence and ignorance of people. Association stated MLA Tani Loffa, Minister Atum Welly, Bangram Natung, Chairman Papu Valley Development Committee, doctors and para-medical staff, and villagers contributed to the success of the first ever health camp.

 

‘Construct well-planned road’

ITANAGAR, Jun 20: Expressing concern over the dilapidated condition of road leading to Liromoba and Tai area in West Siang district, All Liromoba Youth Welfare Association (ALYWA) has urged the higher authorities to construct well-planned road in their area.

Though efforts are being taken for construction of good quality road, most of the constructed road develop potholes within few months from the day of construction, Association said.

Citing the miserable condition of road leading to Liromoba and Tai area, the Association said that during rainy season,   the Tata Sumo vehicles, which are the only mode of transportation, remain stranded due to road blockade causing innumerable problems to the passengers.

It urged the authorities to give priority on construction of good quality road as a first step towards developed Arunachal Pradesh.

 

Fisheries dept to distribute fish seeds

ITANAGAR, Jun 20: In order to  encourage and motivate the fish farmers of Papum Pare district, the District Fisheries Department will distribute fish seeds free of cost to the fish farmers at Doimukh and Sagalee on June  25, at Balijan and Tarasso on  June 28 and at Kimin and Sangdupota on July 2, according to a departmental release.

 

Health awareness prog at Darka.

Aalo, Jun 20: West Siang Deputy Commissioner Marnya Ete advised the villagers to take every precautionary measures to prevent widespread of Malaria.

Addressing a health (malaria) awareness campaign organized by the Department of Health and Family Welfare at Darka village today, Ete asked the villagers to keep their surrounding clean and use mosquito nets to avoid mosquito bites.

Impregnated Mosquito Nets were distributed to the villagers on the occasion.

The District Medical and Malaria officers were also present on the occasion and spoke about causes of malaria and its preventive measures. DIPRO

 

AASSATA mourns death of teacher

ITANAGAR, June 20: All Arunachal Pradesh Sarva Shiksha Abhiyan Teachers Association (AASSATA) today mourned the death of SSA teacher Ikar Lollen who died at Seppa on Monday.  Late Lollen was serving as assistant teacher at government secondary school, New-Seppa in East Kameng district. His death is an irreparable loss to family and teaching fraternity, the Association said.

 

Awareness camp on wildlife and environment protection

ITANAGAR, Jun 20: Kassar Valley Welfare Organization (KVWO) conducted an awareness camp on ‘Wildlife and Environment Protection’ at Pompoli in East Kemeng district recently. The  programme was sponsored by the environment and forest department under CAMPA cell.

Participating in the camp, ADC Tage Tado called for mass tree plantation for healthy environment.  While opposing the illegal fishing, hunting and selling of wildlife meat, Tado stressed on the need of village level awareness on conservation and protection of   flora and fauna and wildlife.

Among others, Pompoli ZPM R F Rinia also spoke on the occasion.

Besides the Pompoli Govt Hr Secondary School principal, DIPRO, panchayat members, large number of villagers attended the awareness camp.

 

BDO clarifies

ITANAGAR, Jun 20: Reacting to the allegations leveled against him, the Palin BDO today clarified that there was no misuse of MGNREGA and SGSY funds under Palin circle as alleged by the  Bangte ASM.   

Claiming that the ASM did not calculate the amount paid to the beneficiaries correctly, the BDO  said the wage for beneficiary was fixed  at the rate of  Rs 80 during the time of implementation of the MGNREGA scheme. Later the rate has been increased to Rs 118 from April 2011 and it is further increased to Rs 124 per head with effect from last April, the BDO added. The ASM had calculated the paid amount of few days whereas the beneficiaries are employed for more days,  the officer said adding the beneficiaries are selected by the ASM and GPM chairperson of the concern Anchal segment.

Regarding  the implementation of SGSY which is loan cum subsidy scheme, the BDO  further clarified  that bank takes its own decision to  provide loan to the beneficiaries who are selected by the ASM of concerned segment.

Reacting to the statement of the All Palin Chambang Yangte Gangte and Tarak Langdi Students Union  which  supported the demand  for enquiry into alleged misuse of fund, the  BDO urged the students not to support the vested interested person. Students should justify their view points properly before supporting and opposing the allegations being leveled against the officers of the state, he added.

Mastermind of Axis Bank ATM robbery arrested

Capital police recovers huge cache of arms and ammunitions  

NAHARLAGUN, Jun 20: In a major breakthrough, Capital Complex police have not only solved the 29th October 2011 Axis Bank ATM robbery case with the arrest of the mastermind and recovery of a huge cache of arms and ammunitions but prevented a major catastrophic bloodbath the arms could have caused in the state.

On a tip off, a team of Naharlagun Police led by police station OC inspector Susen Techi under the supervision of Capital Complex SP Hibu Tamang and SDPO NC Dutta arrested Hiba Tajuk, 30, son of late Hiba Tayo of Hiba village under Sangram circle of Kurung Kumey district, at Itanagar Tuesday.  

Tajuk, who was the mastermind, behind the broad daylight robbery of Rs 22 lakh from the Axis Bank staff while they were replenishing currency in the A-sector ATM here around 12. 30 pm had been absconding since then, the SP said, adding following thorough interrogation he admitted his involvement in the ATMS heist and confessed to possession of illegal arms and ammunitions.

He ultimately led the police team to Dokum Colony and Lower Putung village (near Itanagar Zoo) to recovery of nine 7.65 mm USA-make pistols,  96 rounds of 7.65 mm live ammunition, eight extra magazines, two .22mm Chinese-make pistols, 80 rounds of .22 live rounds, an Indian-make single barrel shotgun and five cartridges, the SP disclosed.

Tajuk, who was arrested in Naharlagun PS case No. 153/11 u/s 392 and 34 IPC r/w sec 27 Arms Act, was remanded to 14 days’ police custody on being produced in the local court here today. Tajuk, possessing two pistols while robbing the Axis Bank staff, had also made unsuccessful attempt of robbery twice in Itanagar SBI and planning an armed gang for extortion and robbery, the SP said, adding he will be booked and tried under the National Security Act. He had bought the arms and ammunition from Dimapur where he had fled after the robbery.

In fact, immediately after the robbery, a red alert was sounded and police dragnet was spread which had trailed the marauding robbers and arrested Tumda Bai, a history-sheeter from Borum village with the help of the villagers while others had managed to escape with the money. Subsequently, Lindum Tagar, Bake Sakter, Bamang Tagung and IRBn constable Patey Dokum were arrested.

While Dokum is under suspension and facing departmental, and criminal investigation along with four others, but all five of them have been enlarged by the court on bail, the SP said.

The police team included SI Tumki Loya, constables Thomas Drai, T Nabam, R Doke, Tashi Tsering, B Tanong and T K Kochi, the SP added.

ITANAGAR, Jun 20: The Department of Urban Development today launched its official website www. udarunachal.in  much to the delight of common people and its officials. With the  launch of the website, the UD department can now be accessed from any corner of the world.

Launching the website Urban Development and Town Planning Minister Rajesh Tacho exuded hope that the website would be very helpful to common people in obtaining any information about the department.

Chief Engineer Taba Tedir said that rush of RTI seekers would be less with the launching of the website as the required information has been uploaded in the website. While giving presentation on website Deputy Director Architect J. Basar said that the website would help the department to function transparently. He further said that the website would contain informations of department activities and advised the department to keep information fresh and updated. The website also contains contact numbers of sanitation engineers of capital and even numbers of driver who picks garbage. The capital citizen can lodge complaint with engineers against the drivers if they do not come for lifting garbage. Kapa Kholie Secretary UD was also present during the programme.

 

 

Father and son buried alive’

ITANAGAR, Jun 20: A father and son were buried alive following a massive landslide near circuit house, Daporijo today afternoon, informed Bagang Abu Youth Welfare Society (BAYWS).

While the father died on the spot, his son, who was rushed to the District Hospital, was declared brought dead by doctors, the society informed quoting police sources.

It took the rescuers, including police, ITBP jawans and public about two hours to dig out the victims, the society said.

“The father-son duo could have been saved had the rescue operation been launched immediately,” BAYWS said and urged the district administration to take appropriate measures to prevent recurrence of such incidence in future. It appealed to the authority concerned to provide compensation to victim’s family.

 

 

Make  Arunachalee Visa issue a weapon in Presidential polls: AAPSU

ITANAGAR, Jun 20: All Arunachal Pradesh Students Union (AAPSU)  today appealed to the ruling Congress government to make use of Presidential election in regards to staple visa issue to Arunachalees.

Despite many complaints Central government is not serious about the visa issue, AAPSU said adding that  on numerous occasions Chinese government has humiliated citizen of Arunachal by issuing staple visa. Arunachal Pradesh government should ask the presidential candidates to take this issue seriously, so that whoever becomes president of India understands this issue in much better,” AAPSU stated in a release.

The AAPSU further requested all the tribal MLAs and MPs of India to support the candidature of P A Sangma in the presidential election.

AAPSU president Takam Tatung said, “We believe  time has come to give tribal citizen a chance for the highest post of the country. During his tenure as Lok Sabha Speaker Sangma was credited for running the Lower House of Parliament with fairness. He has also served the country with utmost dedication during his tenures as union ministers in the past.”

Further AAPSU added, “We understand the fact that all MPs and MLAs being affiliated to certain political party would need to toe the party line. But candidature of Sangma offers them a chance to pay back the tribal people of India by supporting in his cause.”

 

 

One arrested under Arms Act

ITANAGAR, Jun 20: In a daring midnight operation, a team comprising of APP personnel, PI  led by Deputy Commissioner Abu Tayeng himself effected the arrest of one Jaha Ekoya, wanted in connection with Anini PS case No. 08/12 U/S 307 IPC , Sc 25(IA)& 27 (I) Arms Act from Etalin.

The accused had shot and grievously injured Nutha Pulu, wife of Chana Milli of Etalin village on June 18 at around 8 am with his unlicensed 12 bore SBBL gun. It is further learnt that he is a habitual offender and has cases pending against him.

In the operation the weapon used in the crime and 13 rounds of live ammunition were recovered from the accused.

The victim was immediately evacuated to Dibrugarh Hospital for treatment. Update on her latest condition is not available owing to disruption in BSNL services.  

DC Tayeng appreciated the effort put in by everyone but had a special mention for Solo Miso, PI and PSO constable  Karbe Yakar, who were with him when the accused was apprehended.

In another incident, one govt employee was physically assaulted by a PI of the DC’s office over some contract works.  This is one of the many such instances of assault and intimidation of Govt employees. However, no formal complaint has been lodged.

The DC had, on June 19  passed necessary directions for conduct of patrolling by police and magistrates to control such activities.

 

 

Sona calls for effective agriculture marketing system

ITANAGAR, Jun 20: APAMB chairman and Parliamentary Secretary, Tourism and Hydro Power, P D Sona called upon the officers to be sincere and dedicated in  making the Agri-marketing system in the state a remunerative and a vibrant one.

While addressing the District officers on agri-marketing, APMC and operationalization of cold storage in the state on the concluding day of the review meeting cum orientation workshop on National Food Security Mission (NFSM- Rice) today Sona said failure in marketing farm produces  discourages the farming community. Such failure will lead to shifting from farming to other sectors which might be non-sustainable in long run, he added. He emphasized on organic certification of agricultural produces in the state which is organic by default. Highlighting the employment scenario of the state, he said the agriculture sector could generate both employment avenues and revenue. It can be possible by utilizing various infrastructure created under various APMCs like cold storages, rural godowns, rural primary market shed, wholesale market etc, he said.

Earlier in his keynote address, Commissioner, Agriculture informed the Chairman, APAMB about Arunachal Pradesh being ineligible to get Central assistance under Rashtrya Krishi Vikas Yojana  (RKVY). He requested the Chairman to impress upon the state Govt. to allocate more fund to Agriculture and allied departments.

Concluding the three days workshop, the Commissioner advised the District officers to adhere to the prescribed guidelines in implementation of state as well as centrally sponsored schemes and submit report and returns in time, according to an official release.

 

 

Sena exhorts youth to take up horticulture

ITANAGAR, Jun 20:  The state government is planning to launch a project on integrated development of agriculture and allied sectors and to create more employment avenues for youths, said Horticulture Minister Setong Sena  reiterating that state’s energetic youths should take up horticulture as alternate avenues for self-employment. Sena was addressing the  annual review meeting of Horticulture department here today to review the activities of the department during the year 2011-12 and also to examine the proposals for year 2012-13.

Arunachal needs to adopt the Sikkim model of development as model state for training the youths for self–employment and revive the existing training centres under the department, Sena  said.   He requested the officers to be more dedicated and make the department vibrant to attract the attention of farmers as well as the government. He also assured every possible step by the government for RKVY funding which is main flagship programme of Agri- and allied sectors.

Sena also launched the official website of the department “www.arunachal horticulture.in” on the occasion. The Minister said that the website is the official face of the department and all the information related to various schemes of the department should be widely given in the website so that all the stakeholders can have easy access to the required information. Introduction of Minimum Support Price for perishable produces is very much required to solve marketing problems of horticulture produces in the state, said Parliamentary Secretary, Horticulture, Honchung Ngandam.

Research and Development Wing of the department must be strengthened further to ensure availability of quality planting material and right kind of technology to the farmers, he said and requested the officers to implement the projects in time and also submit the Utilization Certificates to facilitate subsequent release of funds.

Secretary, Horticulture, B Pertin in his address urged the officers to exhibit professionalism in their duties and stand up to the expectations of the farmers. He also urged the officers to guide the government in proper ways and avoid sycophancy. While informing that small state like Pondicherry spends substantial amount on agriculture and allied sectors, he urged the minister and parliamentary secretary to enhance the fund allocation, more particularly on horticulture sector which has huge potential in the state.

All the branch officers of the directorate and DHOs gave Power-Point  presentation highlighting the implementation of various schemes during previous years and also proposals for current financial year.

Earlier, Horticulture Director J Ratan urged the officers to remain dedicated to their duties and also be united in efforts to develop horticulture sector in the state, according to an official release.

 

 

PPLAWC rejects NEEPCO’s  Relief & Rehabilitations site

ITANAGAR, Jun 20: The Pare Project Land Affected Welfare Committee (PPLAWC) in a meeting with all the 31 affected families at Jampa village on June 16 last, has rejected NEEPCO Ltd’s proposed site (land) for Relief and Rehabilitations at Sopo village in between two rivers on safety and security reasons.

PPLAWC, in a release, said that it had on June 16 met the Papum Pare Deputy Commissioner and NEEPCO Ltd authority at their respective chamber and urged them to revoke their decision for the greater interest and keeping in mind the future safety of the affected families. It appealed both the DC and NEEPCO authority to select the site  for the Relief and Rehabilitations at Jampa village in border area of Hoj and Jampa village or some other geographically feasible places, but not at the present proposed place (at Sopo village).  Claiming that the NEEPCO Ltd did not take views of the affected families before declaring the site, PPLAWC  threatened to launch democratic movement if its demand is not considered.

It also expressed dismay over the Deputy Commissioner’s  nod to NEEPCO’s proposal despite submission of memorandum opposing the proposed site, the release added.

 

 

Youth Congress celebrates Rahul Gandhi’s birthday

ITANAGAR, Jun 20: The 42nd birth anniversary of AICC General Secretary Rahul Gandhi was celebrated yesterday across the state by all Youth Congress leaders.

Fruits were distributed to patients covering over 500 indoor and 1000 outdoor patients at all district hospitals besides various Community Health Centers, Primary Health Centers and Sub-health centers in the state to mark the occasion.

The large scale fruit distribution programme across the state is just the beginning of a new chapter of the Arunachal Pradesh Youth Congress (APYC)  which decided to carry out various programmes for the benefit of the general public.

APYC general secretary Pinna Kitnal Muklom along with 50-Miao AYC president Pengli Taidong  and AYC executive members  distributed fruits to the patients at Miao Community Health Centre and Kharsang Primary Health Centre yesterday  in the presence of Medical officer In-charge Dr Bhattacharjee and senior medical officer D K Sharma in Miao and Dr Hansom Jongsam in Kharsang.

The AYCs of 42 Dambuk and Roing jointly organized Rahul Gandhi’s birthday by distributing fruits to the patient of the District Hospital, Roing.

In Primary Health Centre Hayuliang, a total of 106 patients benefited from the fruit distribution programme carried out by the 45- Hayuliang AYC committee. The programme was led by LYC East vice president Bakemso Towsik and AYC president Sohai Ama.

The fruit distribution programme at District Hospital Ziro covering 40 patients was led by APYC general secretary Emumi Mega, Yachuli-Yazali president Toko Budh and Ziro-Hapoli president Hage Tatu.

In Bomdila District Hospital, the programme was carried out under the leadership of LYC West general secretary Miali Sangchoju. AYCs of West Kameng districts besides DCC office bearers, Seva Dal and DMO Dr Nani Duri were also present in the programme.

The Assembly Committee of 53-Changlang (North) assembly Constituency celebrated Rahul Gandhi’s Birthday at their office at Changlang Head Quarter.

As a part of celebration, the members distributed fruits to the patients of District Hospital Changlang.

Rahul’s birthday was also celebrated by the joint 5th Assembly Youth Congress Committee by distributing fruits to the patients at District Hospital Seppa, East Kameng yesterday, informed East Kameng District Youth Congress.

The Assembly Youth Congress of 14th Doimukh Assembly Constituency also celebrated the birthday of Rahul. The AYC cadre visited various PHC and medical sub centres at Kimin, Tarasso, Doimukh, Durpang, Balijan and Sangdupota circles under Doimukh block and distributed fruits to the patients.

The programme was also carried out in various hospitals in East Siang, West Siang, Tawang, Upper Siang, Aalo West, Aalo East, Upper Subansiri, Tirap, Lohit, Dibang Valley, Longding, Kurung Kumey and Papum Pare district.

 

 

Ruksin people cry for a BDO office

RUKSIN, Jun 19: Non-establishment of a full-fledged office for Block Development Officer (BDO) in Ruksin sub-division and insufficient staff in the office have reportedly hampered the rural developmental process.

The senior citizens of Ruksin area have resented that the successive state government are not paying any attention for the development of rural areas. It is alleged that the authority, despite of repeated appeals has not yet set up a full-fledged BDO office at Ruksin in order to monitor the rural development  progammes.

In fact the authority has not sanctioned a full-fledged BDO office at Ruksin. The panchayat activities of the block were  looked after by the former Circle Officer (CO) of Ruksin Tajing Jonnom. At present, there is no official in the department other than the only Rural Engineer (JE) to look after the activities after Jonnom’s transfer to Mebo sub-division in March this year. Jonnom was serving as EAC at Ruksin SDO’s office.

An unconfirmed source said the state government would create 48 posts of BDOs in the state and set up equal number of BDO office in different districts. Meanwhile, the district Rural Development Department has constructed a RCC building meant for BDO’s office at Ruksin, which is not yet opened.

The people here are expecting  bold initiative from Nabam Tuki led state government for  early establishment of a full-fledged BDO office.

Training Programme on PRIs

Tawang, Jun 20: “Panchayat is the corner stone of rural governance and consistent & regular training and capacity building intervention of PRIs and line departments are indispensable for the better achievement of the central as well as state sponsored programmes. Development should begin from the grassroot level. The villagers should be given the freedom and autonomy to decide and select various developmental activities under the govt as per their needs and necessities” said Deputy Commissioner Tawang  Kemo Lollen.

He addressing the gathering of PRI members of Tawang and Kitpi block and HoDs of various departments of Tawang in his inaugural speech of the 3- day Sub-divisional Level Training Programme on Panchyat Mahila Evam Yuva Shakti Aghiyan for Gram Panchayat, Anchal Samiti and Zilla Parishad, conducted by SIRD, Itanagar.

Lollen advised all the line departments of the district to impart training of their respective department’s schemes to the PRIs members, so that the schemes and developmental activities are implemented better.

Zila Parishad Chairperson, Tawang Tsering Lhamu cited that upliftment of the rural masses is possible through the grievance redressal mechanism of the government.

Course Director of the Programme Dr. Narayan Sahoo, SIRD, Itanagar explained the content of the programme covering the Panchayati Raj System and Women’s participation, rural development programmes like MGNREGA, NRLM, SGSY, IAY, IWMP, social assistance programmes, SSA ,RTE ,Protection of Women from Domestic Violence Act & RTI act and decentralized planning.

The line departmental officers will also participate as resource persons for covering NRHM, Horticulture, Agriculture, Fisheries, animal husbandry, rural industry and forestry etc. The core content of the training programme is empowerment of women as well as youth through livelihood mission and economic empowerment.  

District Programme coordinator Lobsang Phunchu, ADC-cum-DPDO, Tawang advised trainees that training is the core part of the life for the development of Knowledge and skill which supplement for achievement of the success.

PD, DRDA Karma Leki, CO Dr Dechin Droka and others also spoke in the occasion. Around 200 trainees are participating in this district level training programme being conducted by SIRD, Itanagar with close logistic support from the district administration. (DIPRO, Tawang)

 

 

APPDSU serves ultimatum to State PWD highway divn

ITANAGAR, Jun 20: The All Papum Pare District Students’ Union (APPDSU) has served an ultimatum of 48-hr to the office of the Chief Engineer, PWD, Highway, Itanagar to suspend the ongoing formation cutting work of 4-lane Highway Road Project at Durpang Reserved Forest between Hollongi-Itanagar and also demanded to furnish the relevant documents in favour of awarding formation cutting work of the 4-lane Highway road to M/s SRK Pvt. Ltd.

“It is well understood that for any national/state project, land has to be acquired first under the Land Acquisition Act 1894, for which the state government has entrusted the concern district administrations specially to deal with such subject. But, the Office of the Chief Engineer, PWD, Highway, Itanagar has grievously violated the rules and guidelines of the project implementation by implementing the work without complying with the Land Acquisition procedures and taking prior approval and necessary clearance from authorities concerned,  APPDSU said in a release.

“Further, SRK Pvt. Ltd. without following the tender, Ministry of Environment & Forest and State Pollution Control Board guidelines for the construction of highway road under the Reserved Forest is dumping the soil at valley side as well in the river which is causing environment hazards,” it claimed.

Besides, the official notification issued by the Capital Deputy Commissioner, Itanagar banning vehicular and human movements for 3 months at the work side has caused unnecessary harassment to the population of the Papum Poma and to citizens of the state as a whole , APPDSU said and demanded the concern authority to immediately recall the ban order and direct the director M/s SRK Pvt. Ltd to immediately make an alternative way for the convenient of the people residing in and around the on going project.

The union urged the District administration to immediately pass an order banning dumping of excavated earth in the nearby streams with a provision of punishment to the violator so that the flora and fauna of the nature may be preserved without any artificial pollution.

The union sought reply from the department of PWD, Roads  and  Highway Govt. of A.P, the M/s SRK Pvt.Ltd and the District administration on the above issues within 48 hours, failing which APPDSU threatened to either knock the door of the court or launch democratic movement to suspend the ongoing work.

 

 

PDCA accuses ACA of neglecting local players

ITANAGAR, Jun 20: Papum Pare District Cricket Association (PDCA), in a meeting today expressed displeasure over the functioning of Arunachal Cricket Association (ACA).

Alleging preference to non-APST over local indigenous talented players by ACA in selection for BCCI tournaments, PDCA in a release said that ACA becomes active only when it gets letters from the parent body and picks players in hurry. Even they do not keep contact with players and try understand their problems and requirements, it alleged. It demanded the ACA to give preference to indigenous APST players for any BCCI tournament.

The meeting also urged the ACA to take full advantage of the present ruling Government under the leadership of Nabam Tuki, who also happens to be the ACA president, for development of the sport in Arunachal Pradesh.

Meanwhile, the meeting resolved to the Circle Cricket Association to form cricket clubs under their control and conduct club wise matches of all age group.

The meeting also approved the appointment of over-all in-charges for various circles in the district.

 

 

Animal health fertility camp at Balek

ITANAGAR, Jun 20: The District Veterinary Office, Roing and  KVK Lower Dibang Valley District jointly organized an Animal Health Fertility Camp at Balek village Community Hall today.

District Veterinary Officer Dr. V K Sahgel and his departmental senior veterinary officers, Dr. K Pukhan, Dr. A K Sinha and Dr. R Mimi taking part as resource persons briefed on various aspects of animal health, fertility, proper detection of heat and artificial insemination (AI) etc to the village farmers and advised them to adopt the new technology.

Dr. Robindro Pukhramba and Dr. T J Ramesha from KVK briefed the villagers on the need and importance of perennial fodder and Azolla production and feeding  their livestock for better health, productivity and fertility. Rootslips of improved fodder crops, Hybrid Napier (Var.Co-2,Co-3,NB-21), Setaria, Guinea grass and Azolla from the fodder bank of KVK were displayed and later on distributed to some villagers by the DVO.

Around 40 farmers and farm women and rural youth participated in the programme.

Global refugee problem

UN High Commissioner for Refugees in its report shows that a record 800,000 people were forced to flee across borders last year, highest since 2000.

Worldwide, 42.5 million people ended 2011 either as refugees (15.2 million), internally displaced (26.4 million) or in the process of seeking asylum (895,000). Despite the high number of new refugees, the overall figure was lower than the 2010 total of 43.7 million people, due mainly to the offsetting effect of large numbers of internally displaced people (IDPs) returning home: 3.2 million, the highest rate of returns of IDPs in more than a decade. Among refugees, and notwithstanding an increase in voluntary repatriation over 2010 levels, 2011 was the third lowest year for returns (532,000) in a decade.

The disturbing trend that the report shows is that forced displacement is affecting larger numbers of people globally, with the annual level exceeding 42 million people for each of the last five years.  Moreover, a person who becomes a refugee is likely to remain as one for many years. Of the 10.4 million refugees under UNHCR's mandate, almost three quarters have been in exile for at least five years awaiting a solution.

The work of the UNHCR is humanitarian and non-political. Its principal functions are to provide international protection to refugees, seek durable solutions to their plight and furnish them with material assistance. But in the six decades since the agency was established in 1950 its work has grown to include helping many of the world's internally displaced people and those who are stateless.

Don’t come in defence

Dear Editor,

This is in response to the letter issued by Tagori Mize, Secretary Youth Wing, Adi Bane Kebang Itanagar Unit in the local dailies. We believe that Adi Bane Kebang is highest social institution among the tribal group of Arunachal Pradesh where justice is the prime objectives. We have a great respect for Adi Baane Kebang and do not have any enmity with them. Our fight is against corrupt practices, corrupt officers and the then CE (P) Eastern Zone is one of them. If the CE is innocent and clean then why he is silent over the issue? He should make his stand clear instead of hiring organization to come to his rescue.

We have sufficient documentary as well as circumstantial evidences to prove that the then CE (P) was instrumental in all irregularities committed by the Department of Power.

The then Chief Engineer Eastern Electrical Zone, Department of Power had confirmed vide his letter NO.CE(P)EEZ/A-BT(PLAN)2009-10 Dated 20.02.2010 that he had incurred expenditure amounting to Rs.115.56 Crore resulting in excess expenditure to the tune of Rs.68.56 Crore. As a result, he was placed under suspension. During the period of his suspension the government found that there was clear indication of excess expenditure but the same was not lonely incurred by him and held that then CE alone cannot be held responsible and therefore revoked the suspension within 14 days.

That the questions arise here is that why the matter should be closed only because that there is involvement of some more officers? Why the Government has not initiated investigation to unearth the truth behind the alleged financial irregularities? Why the Government has given clean chit to then CE without inquiry or proceeding when there is a clear evidence of misappropriation? Isn’t the act of the government in giving clean chit without going through proper investigation is an indication of highhandedness to save the then CE and his accomplice/accomplices involved in the misappropriation.

If at all the then CE thinks that he is not guilty of anything why is he not able to face the inquiry?

We, on behalf of the Arunachal Righteous Forum, appeal the Arunachal Pradesh Youth Contractor Welfare Association, Arunachal Law Student Union, Adi Bane Kebang Youth Wing Itanagar and any other such organizations to refrain from defending the CE and let the investigation agency and law to take its own course and allow  the CE to defend himself.

Polite thieves at fuel depots

Dear Editor,

Being cheated at broad day in presences of public reminds me of the time when I was at Chennai 3 years back.

On one of usual outings with a friend on his bike we stopped at a petrol pump to fill petrol. The salesman as usual was polite and with a humble smile he asked us how much to fill. My friend handed him Rs 500 note. After filling the tank, we drove away but some 5km away, the bike suddenly stopped. On checking we realised we have been cheated in broad day light by the salesman.

Even here in our state, they cheat us. They smile and talk politely to us while one of them blocks the metre gauge. You would never be aware of it. By the time you realise, they have already done the job.  I have been cheated both at Itanagar and Naharlagun.  While filling check whether its 0.00 in the meter gauge and that the amount you pay is equal as displayed and the meter does not jump from 1.55 ltr to 5.22 ltr at a click of salesman hand.

If you are not careful, there is every possibility that you would be cheated.

The reservation

Dear Editor,

This is in response to advertisement for recruitment of Police issued by the DGP of Arunachal published in your 16 June edition.

I am sure that the advertisement must have been given as per relevant statutory provision/RR.

But it has questioned my understanding of 80:20 reservations in our context. As a layman, I was under the impression that 80% is reserved for APST and remaining 20% is unreserved where meritorious APST candidates can also find place and such cases will not be counted against reserved seats. But in the advertisement, 80% is reserved for APST candidates to be applied in their respective districts and the remaining 20% (352-Posts) is exclusively reserved for non-APST candidates fixing P.T.C, Banderdewa as recruitment Centre where no APST candidate will find place.

Now, what puzzles me is provision of reservation for general candidates as mentioned.

If everything is as per statutory provision and my understanding is incorrect, let the matter end there. But if it is not, it has to be rethought again.

Cricket stadium

Dear Editor,

I extend my gratitude to chief minister Nabam Tuki, who is also President of Arunachal Cricket Association for agreeing to a site for the construction of cricket stadium near Nirjuli.

ACA is getting it after 15 years of its formation and 7 years after affiliation with the BCCI.

Now very soon we will came to know the hidden talent youths of our state. It is hoped that they would get a chance to represent India and would leave a mark in cricketing arena.

I would like to request ACA to design the stadium keeping in mind all the requirements of the cricket stadium.

I would like to request ACA to start construction early and as per specified norm.

The darkest town

Dear Editor,

People have started calling Pasighat “The Darkest Town” instead of The First Town/ Oldest town” in Arunachal.

The nomenclature is more befitting seeing the apparent lack of electricity in the township.

If this trend continues soon it will be in record and General Knowledge books as well where Pasighat would be referred to as “The Darkest Town of Arunachal Pradesh”.

May the people of Pasighat who breathe its fresh air and enjoy its free spaces prevent any such disaster and shame.  

Instead of planning huge profits from the construction of Mega Dams in the state or simply underestimating the gravity of the Electrical crisis they should carry out their duties faithfully which they themselves have chosen to do so.

And as for the common public, they should take a little trouble in raising their voices. Even “God help them who help themselves” as the saying goes.

Very fortunately, the Pasighat Peoples’ Welfare Committee (PPWC) is trying hard to raise this issue. If the people of Pasighat want to enjoy the benefits of a regular electric supply in their homes, they should simply raise their voices, and this time the PPWC is acting as the peoples’ voice.

All we have to do now is to empower this voice by the united power of our voices. And let our voice be so strong that those responsible for our awful state either become deaf or simply grant us our rights.

Sports policy  

Dear Editor,

I would like to welcome the draft sports policy by the departments of sports and youths affairs and appeal to those officers who are responsible for the draft to strictly scrutinise it to benefit the local youths. If done properly, it would not only give chances to many youths but also reduce unemployment's problems to an extent.

All the sports association should seriously look into the selection process so that no deserving candidate is deprived.

High school fees

Dear Editor,

The school authorities of newly upgraded Pachin Secondary School, Naharlagun is collecting huge sum of money from students as admission fee. Students seeking admission in Class 1-VIII are being charged Rs 950 while the Class IX to X is charged Rs 1500.

We have convened many meetings with school authorities to negotiate but they seem reluctant to take any action. The teachers and the managing committee were not consulted on the issue of collecting the fees. The poor parents are unable to manage the fees for admission of their children to the school.

On the other hand, according to the Right To Education Act, there is a provision for free education till the age of 14 for all Indian children.

Therefore we request the concerned authority to kindly look into the problems for immediate action.
