BDO clarifies
ITANAGAR, Jun 20: Reacting to the allegations leveled against him, the Palin BDO today clarified that there was no misuse of MGNREGA and SGSY funds under Palin circle as alleged by the Bangte ASM.
Claiming that the ASM did not calculate the amount paid to the beneficiaries correctly, the BDO said the wage for beneficiary was fixed at the rate of Rs 80 during the time of implementation of the MGNREGA scheme. Later the rate has been increased to Rs 118 from April 2011 and it is further increased to Rs 124 per head with effect from last April, the BDO added. The ASM had calculated the paid amount of few days whereas the beneficiaries are employed for more days, the officer said adding the beneficiaries are selected by the ASM and GPM chairperson of the concern Anchal segment.
Regarding the implementation of SGSY which is loan cum subsidy scheme, the BDO further clarified that bank takes its own decision to provide loan to the beneficiaries who are selected by the ASM of concerned segment.
Reacting to the statement of the All Palin Chambang Yangte Gangte and Tarak Langdi Students Union which supported the demand for enquiry into alleged misuse of fund, the BDO urged the students not to support the vested interested person. Students should justify their view points properly before supporting and opposing the allegations being leveled against the officers of the state, he added.

ITANAGAR, Jun 20: A father and son were buried alive following a massive landslide near circuit house, Daporijo today afternoon, informed Bagang Abu Youth Welfare Society (BAYWS).
While the father died on the spot, his son, who was rushed to the District Hospital, was declared brought dead by doctors, the society informed quoting police sources.
It took the rescuers, including police, ITBP jawans and public about two hours to dig out the victims, the society said.

Make Arunachalee Visa issue a weapon in Presidential polls: AAPSU
ITANAGAR, Jun 20: All Arunachal Pradesh Students Union (AAPSU) today appealed to the ruling Congress government to make use of Presidential election in regards to staple visa issue to Arunachalees.
Despite many complaints Central government is not serious about the visa issue, AAPSU said adding that on numerous occasions Chinese government has humiliated citizen of Arunachal by issuing staple visa. Arunachal Pradesh government should ask the presidential candidates to take this issue seriously, so that whoever becomes president of India understands this issue in much better,” AAPSU stated in a release.
The AAPSU further requested all the tribal MLAs and MPs of India to support the candidature of P A Sangma in the presidential election.

ITANAGAR, Jun 20: In a daring midnight operation, a team comprising of APP personnel, PI led by Deputy Commissioner Abu Tayeng himself effected the arrest of one Jaha Ekoya, wanted in connection with Anini PS case No. 08/12 U/S 307 IPC , Sc 25(IA)& 27 (I) Arms Act from Etalin.
The accused had shot and grievously injured Nutha Pulu, wife of Chana Milli of Etalin village on June 18 at around 8 am with his unlicensed 12 bore SBBL gun. It is further learnt that he is a habitual offender and has cases pending against him.
In the operation the weapon used in the crime and 13 rounds of live ammunition were recovered from the accused.
The victim was immediately evacuated to Dibrugarh Hospital for treatment. Update on her latest condition is not available owing to disruption in BSNL services.
DC Tayeng appreciated the effort put in by everyone but had a special mention for Solo Miso, PI and PSO constable Karbe Yakar, who were with him when the accused was apprehended.
In another incident, one govt employee was physically assaulted by a PI of the DC’s office over some contract works. This is one of the many such instances of assault and intimidation of Govt employees. However, no formal complaint has been lodged.

PPLAWC rejects NEEPCO’s Relief & Rehabilitations site
ITANAGAR, Jun 20: The Pare Project Land Affected Welfare Committee (PPLAWC) in a meeting with all the 31 affected families at Jampa village on June 16 last, has rejected NEEPCO Ltd’s proposed site (land) for Relief and Rehabilitations at Sopo village in between two rivers on safety and security reasons.
PPLAWC, in a release, said that it had on June 16 met the Papum Pare Deputy Commissioner and NEEPCO Ltd authority at their respective chamber and urged them to revoke their decision for the greater interest and keeping in mind the future safety of the affected families. It appealed both the DC and NEEPCO authority to select the site for the Relief and Rehabilitations at Jampa village in border area of Hoj and Jampa village or some other geographically feasible places, but not at the present proposed place (at Sopo village). Claiming that the NEEPCO Ltd did not take views of the affected families before declaring the site, PPLAWC threatened to launch democratic movement if its demand is not considered.
It also expressed dismay over the Deputy Commissioner’s nod to NEEPCO’s proposal despite submission of memorandum opposing the proposed site, the release added.

“It is well understood that for any national/state project, land has to be acquired first under the Land Acquisition Act 1894, for which the state government has entrusted the concern district administrations specially to deal with such subject. But, the Office of the Chief Engineer, PWD, Highway, Itanagar has grievously violated the rules and guidelines of the project implementation by implementing the work without complying with the Land Acquisition procedures and taking prior approval and necessary clearance from authorities concerned, APPDSU said in a release.
“Further, SRK Pvt. Ltd. without following the tender, Ministry of Environment & Forest and State Pollution Control Board guidelines for the construction of highway road under the Reserved Forest is dumping the soil at valley side as well in the river which is causing environment hazards,” it claimed.
Besides, the official notification issued by the Capital Deputy Commissioner, Itanagar banning vehicular and human movements for 3 months at the work side has caused unnecessary harassment to the population of the Papum Poma and to citizens of the state as a whole , APPDSU said and demanded the concern authority to immediately recall the ban order and direct the director M/s SRK Pvt. Ltd to immediately make an alternative way for the convenient of the people residing in and around the on going project.
The union urged the District administration to immediately pass an order banning dumping of excavated earth in the nearby streams with a provision of punishment to the violator so that the flora and fauna of the nature may be preserved without any artificial pollution.
The union sought reply from the department of PWD, Roads and Highway Govt. of A.P, the M/s SRK Pvt.Ltd and the District administration on the above issues within 48 hours, failing which APPDSU threatened to either knock the door of the court or launch democratic movement to suspend the ongoing work.

Global refugee problem
UN High Commissioner for Refugees in its report shows that a record 800,000 people were forced to flee across borders last year, highest since 2000.
Worldwide, 42.5 million people ended 2011 either as refugees (15.2 million), internally displaced (26.4 million) or in the process of seeking asylum (895,000). Despite the high number of new refugees, the overall figure was lower than the 2010 total of 43.7 million people, due mainly to the offsetting effect of large numbers of internally displaced people (IDPs) returning home: 3.2 million, the highest rate of returns of IDPs in more than a decade. Among refugees, and notwithstanding an increase in voluntary repatriation over 2010 levels, 2011 was the third lowest year for returns (532,000) in a decade.
The disturbing trend that the report shows is that forced displacement is affecting larger numbers of people globally, with the annual level exceeding 42 million people for each of the last five years. Moreover, a person who becomes a refugee is likely to remain as one for many years. Of the 10.4 million refugees under UNHCR's mandate, almost three quarters have been in exile for at least five years awaiting a solution.

This is in response to the letter issued by Tagori Mize, Secretary Youth Wing, Adi Bane Kebang Itanagar Unit in the local dailies. We believe that Adi Bane Kebang is highest social institution among the tribal group of Arunachal Pradesh where justice is the prime objectives. We have a great respect for Adi Baane Kebang and do not have any enmity with them. Our fight is against corrupt practices, corrupt officers and the then CE (P) Eastern Zone is one of them. If the CE is innocent and clean then why he is silent over the issue? He should make his stand clear instead of hiring organization to come to his rescue.
We have sufficient documentary as well as circumstantial evidences to prove that the then CE (P) was instrumental in all irregularities committed by the Department of Power.

That the questions arise here is that why the matter should be closed only because that there is involvement of some more officers? Why the Government has not initiated investigation to unearth the truth behind the alleged financial irregularities? Isn’t the act of the government in giving clean chit without going through proper investigation is an indication of highhandedness to save the then CE and his accomplice/accomplices involved in the misappropriation.
If at all the then CE thinks that he is not guilty of anything why is he not able to face the inquiry?
We, on behalf of the Arunachal Righteous Forum, appeal the Arunachal Pradesh Youth Contractor Welfare Association, Arunachal Law Student Union, Adi Bane Kebang Youth Wing Itanagar and any other such organizations to refrain from defending the CE and let the investigation agency and law to take its own course and allow the CE to defend himself.

Polite thieves at fuel depots
Dear Editor,
Being cheated at broad day in presences of public reminds me of the time when I was at Chennai 3 years back.
On one of usual outings with a friend on his bike we stopped at a petrol pump to fill petrol. The salesman as usual was polite and with a humble smile he asked us how much to fill. My friend handed him Rs 500 note. After filling the tank, we drove away but some 5km away, the bike suddenly stopped. On checking we realised we have been cheated in broad day light by the salesman.
Even here in our state, they cheat us. They smile and talk politely to us while one of them blocks the metre gauge. You would never be aware of it. By the time you realise, they have already done the job. I have been cheated both at Itanagar and Naharlagun. While filling check whether its 0.00 in the meter gauge and that the amount you pay is equal as displayed and the meter does not jump from 1.55 ltr to 5.22 ltr at a click of salesman hand.
If you are not careful, there is every possibility that you would be cheated.

This is in response to advertisement for recruitment of Police issued by the DGP of Arunachal published in your 16 June edition.
I am sure that the advertisement must have been given as per relevant statutory provision/RR.
But it has questioned my understanding of 80:20 reservations in our context. As a
layman, I was under the impression that 80% is reserved for APST and remaining 20%
is unreserved where meritorious APST candidates can also find place and such cases
will not be counted against reserved seats. But in the advertisement, 80% is reserved
for APST candidates to be applied in their respective districts and the remaining

Now, what puzzles me is provision of reservation for general candidates as mentioned.
If everything is as per statutory provision and my understanding is incorrect, let the matter end there. But if it is not, it has to be rethought again.

Cricket stadium
Dear Editor,
I extend my gratitude to chief minister Nabam Tuki, who is also President of Arunachal Cricket Association for agreeing to a site for the construction of cricket stadium near Nirjuli.
ACA is getting it after 15 years of its formation and 7 years after affiliation with the BCCI.
Now very soon we will came to know the hidden talent youths of our state. It is hoped that they would get a chance to represent India and would leave a mark in cricketing arena.
I would like to request ACA to design the stadium keeping in mind all the requirements of the cricket stadium.
I would like to request ACA to start construction early and as per specified norm.

The darkest town
Dear Editor,
People have started calling Pasighat “The Darkest Town” instead of The First Town/ Oldest town” in Arunachal.
The nomenclature is more befitting seeing the apparent lack of electricity in the township.
If this trend continues soon it will be in record and General Knowledge books as well where Pasighat would be referred to as “The Darkest Town of Arunachal Pradesh”.
May the people of Pasighat who breathe its fresh air and enjoy its free spaces prevent any such disaster and shame.
Instead of planning huge profits from the construction of Mega Dams in the state or simply underestimating the gravity of the Electrical crisis they should carry out their duties faithfully which they themselves have chosen to do so.
And as for the common public, they should take a little trouble in raising their voices. Even “God help them who help themselves” as the saying goes.
Very fortunately, the Pasighat Peoples’ Welfare Committee (PPWC) is trying hard to raise this issue. If the people of Pasighat want to enjoy the benefits of a regular electric supply in their homes, they should simply raise their voices, and this time the PPWC is acting as the peoples’ voice.
All we have to do now is to empower this voice by the united power of our voices. And let our voice be so strong that those responsible for our awful state either become deaf or simply grant us our rights.

I would like to welcome the draft sports policy by the departments of sports and youths affairs and appeal to those officers who are responsible for the draft to strictly scrutinise it to benefit the local youths. If done properly, it would not only give chances to many youths but also reduce unemployment's problems to an extent.

The school authorities of newly upgraded Pachin Secondary School, Naharlagun is collecting
huge sum of money from students as admission fee. Students seeking admission in Class
1-
We have convened many meetings with school authorities to negotiate but they seem reluctant to take any action. The teachers and the managing committee were not consulted on the issue of collecting the fees. The poor parents are unable to manage the fees for admission of their children to the school.
On the other hand, according to the Right To Education Act, there is a provision for free education till the age of 14 for all Indian children.
Therefore we request the concerned authority to kindly look into the problems for immediate action.
